Dr. Hammond Oppong Kwarteng is the Deputy Registrar (Administration and Services) at the University of Environment and Sustainable Development (UESD). He holds a PhD in International Conflict Management, an MPhil in Human Rights, and a B.Ed. in Educational Psychology. He is a professional teacher with several years of teaching experience. Additionally, he possesses a Professional Certificate in Executive Mastery in Organisational Development and Appreciative Leadership. Dr. Oppong Kwarteng is a Chartered Professional Administrator (ChPA).
He played a pivotal role in introducing the Chartered Institute of Administrators and Management Consultants (CIAMC) to the UESD community, successfully enrolling 22 Senior Members (Non-Teaching) who have since been chartered as Professional Administrators. He currently serves as the Campus Coordinator for CIAMC at UESD.
Previously, Dr. Oppong Kwarteng served as Senior Assistant Registrar in the Office of the Vice-Chancellor and represented the Non-Teaching Convocation on the UESD Governing Council. He is also the founding President of the UESD branch of the Ghana Association of University Administrators (GAUA).
Throughout his career, Dr. Oppong Kwarteng has served on numerous University committees as Chairman, member, and secretary. As secretary to the Strategic Planning and Policy Review Committees, he played a key role in drafting 14 critical university policies, including the University Statutes, the Strategic Plan, and the Guidelines for Appointments and Promotions for Senior Members.
Before joining UESD, he held several significant administrative leadership roles in the Catholic University of Ghana, including:
• Senior Assistant Registrar and Head of the Office of the Vice-Chancellor
• Head of the University Relations and Publicity Unit
• Coordinator for CUG-UCC-affiliated programmes
• Assistant Registrar in charge of Examinations
• Member of the Governing Council for two consecutive terms as a representative of Convocation (Non-Teaching).
In addition to his university administration experience, Dr. Oppong Kwarteng worked with the Department of Children under the Ministry of Women and Children’s Affairs (now the Ministry of Gender, Children and Social Protection). There, he served in multiple capacities, including:
• Regional Director, Department of Children, Brong-Ahafo Region
• Information Officer, Department of Children, Accra
• Assistant Regional Coordinator, Ghana National Commission on Children, Brong-Ahafo Region
His research interests span Human Rights, Peace and Security, Conflict Management, Gender Studies, and Alternative Dispute Resolution.
With over 22 years of continuous service in Senior Management roles across Public and Private institutions since 2003, Dr. Hammond Oppong Kwarteng confidently and humbly asserts that he is well-prepared to assume any leadership position with excellence.
